There’s a growing sense of desperation among United Nations officials in Bonn, the unofficial second capital of Germany.

With a population smaller than Canberra, the city will be on the hook for next year’s Cop31 climate summit if Turkey and Australia can’t resolve their deadlocked race to host the event.
